Job Responsibilities 25% 1.
Supervises accounting staff responsible for processing Local Public Agency (LPA) reimbursements, establishing contract obligation documents (CODs), and maintaining payment records and files.
• Maintains various logs and ledgers for local highway preliminary engineering and construction contracts as well as monitoring payment activity.
• Oversees the Grade Crossing Protection Fund (GCPF) and Federal Rail Safety Program (Title 23, United States Code, Section 130) payment processes.
• Oversees the analysis, preparation, and processes related to fiscal transactions for LPA and GCPF contracts and reimbursement payment processes using the department's applications including Fiscal Operations Administration (FOA), Federal Project Management (FPM), and Web-based Motor Fuel Tax (WMFT) as well as the Comptroller's Statewide Accounting Management System (SAMS).
• Develops, implements, controls, and revises accounting workflow procedures.
• Supervises schedules and coordinates staff activities and assignments in accordance with the Bureau of Local Roads and Streets' (BLRS's) priorities.
• Works with other BLRS managers to improve processes, forms, and applications.
• Assists in overseeing and implementing the records management processes.
• Resolves problems in a timely manner.

• Assigns and reviews work • Provides guidance and training to assigned staff • Counsels staff regarding work performance • Reassigns staff to meet day-to-day operating needs • Establishes annual goals and objectives • Approves time off • Prepares and signs performance evaluations 20% 3.
Responsible for monitoring, auditing, and verifying project closeout activities for all LPA projects.
• Monitors the federal Financial Integrity Review and Evaluation (FIRE) list, project end dates, federal periods of performance, and federal liquidation dates.
• Oversees project closeouts and de-obligation CODs processes.
• Reconciles federal final vouchers in the WMFT system.
• Verifies that project files are stored in the WMFT Virtual File Room (VFR) .
• Maintains and disseminates status reports to district offices to ensure project statuses are updated and projects are closed out in a timely manner.
• Ensures subrecipient reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA} are accomplished.
• Acts as the primary contact and coordinator for external financial and compliance audits.

Establishes and maintains regular communication with various staff within the department and with staff in the Federal Highway Administration, Office of the Comptroller, Illinois Commerce Commission, and LPAs to resolve issues with reimbursements, COD establishments and modifications, and joint agreement interpretation.

Oversees the BLRS's operating budget and expenses.

• Processing of quarterly spending projections .
• Processing of blanket obligations and CODs .
• Processing and coding of internal vouchers and employee travel vouchers .
• Processing of procurement paperwork needed for equipment, assets, and other larger purchases.

Oversees the processing of accounts receivables due to the department from LPAs and railroad companies and verifies reconciliation of audit reports.

Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.
Knowledge, Skills, and Abilities Minimum Qualifications 1.
Knowledge, skill, and mental and development equivalent to completion of four years college, with courses in business administration and accounting.
2.
Two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting following GMP (Generally Accepted Accounting Principles).
Preferred Qualifications 1.
Prefer extensive knowledge of accounting, auditing, auditing theory, principles, methods, and procedures.
2.
Prefer strong working knowledge of Microsoft Office Suite (particularly Excel, Outlook, and SharePoint) and browser-based applications.
3.
Prefer extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
