REQUISITION ID #35437 POSITION SUMMARY The Illinois Department of Central Management Services (CMS) Bureau of Personnel is seeking to hire a creative and organized storyteller to develop and manage the State’s employee recruitment and retention brand.
The first ever Statewide Branding Manager (Public Service Administrator, Opt.
1) will develop policies and procedures for multi-dimensional public relations activities to position the State as an employer of choice in the market.
This position will be directly involved in the development of strategy to create and maintain a positive image of employment opportunities with the State of Illinois.
The possibilities are endless! We invite all qualified candidates to apply! POSITION ESSENTIAL FUNCTIONS Under administrative direction of the Assistant Deputy Director of Recruitment & Retention, serves as the Statewide Branding Manager.
Serves as an agency representative on behalf the Assistant Deputy Director of Recruitment & Retention and a representative for CMS to the media frequently addressing issues of a highly confidential and sensitive nature.
Conducts studies of local and statewide print and electronic media resources to secure adequate statewide media coverage of State recruitment and retention campaigns.
Reviews analysis and research of potential resources and methods of enhancing media relations and other effective methods of distributing information about State employment.
Serves as a full line supervisor.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
MINIMUM REQUIREMENTS Requires knowledge, skill, and mental development equivalent to four (4) years of college.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in marketing, public affairs, public relations, journalism, or a closely related field.
PREFERRED QUALIFICATIONS Prefers five (5) years of professional experience with marketing, public affairs, public relations, journalism, or a closely related field.
Prefers three (3) years of professional experience with developing, implementing, and executing a communications campaign around a product/organizational brand.
Prefers three (3) years of professional experience creating new policies and procedures around communications/advertisement strategies Prefers one (1) year of professional experience valuing and complying with workforce diversity, equity, and inclusion initiatives.
Prefers three (3) years of professional experience working independently on projects, analysis, and reports.
Prefers three (3) years of professional experience analyzing data to assess efficacy of projects, adjust approaches, and making recommendations for corrective plans of action.
Prefers working knowledge of various computer software applications such as Microsoft Office (Word, Excel, PowerPoint, Outlook etc.
).
CONDITIONS OF EMPLOYMENT Requires completion of a background check and self-disclosure of criminal history.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
This may require the ability to work evenings and weekends.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
