The Illinois Department of Revenue/Audit Program is seeking to hire an Assistant to the Field Compliance Division Manager to assist in coordinating the Division’s Sales Tax Field area with direct oversight of the Sales Tax Field Supervisory Staff.
The ideal candidate for this position will be organized; well versed in the tax laws, rules & policies; adapt to change in a collaborative environment; be attentive to staff needs, and the ability able to make logical, timely decisions.
The candidate will need to be able to communicate effectively with the Program’s auditing staff and management team and have experience working in a union environment.

Essential Functions Subject to management approval, plans, directs, coordinates and manages the tax auditing activities relating to Sales & Miscellaneous Taxes within an assigned geographical area.
Provides advice and assistance to subordinate staff in resolving highly controversial and complex cases within the framework of applicable laws, rules and regulations.
Reviews and analyzes statistical reports of results or activities of staff performing Sales & Miscellaneous Tax audits to assess and evaluate operational efficiency, adherence to Illinois Department of Revenue (IDOR) rules and regulations, and to ensure uniform application of applicable tax laws and IDOR policies and procedures.
Serves as full line supervisor.
Conducts conferences with taxpayers, accountants, attorneys, officials and others to explain findings on the more controversial or sensitive issues.
Develops recommends and implements operating policies, procedures, work and performance standards.
Attends, prepares for and participates in upper-level management staff meetings regarding operating policies, procedures and staffing requirements and/or provides input into program and policy development.
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in accounting, auditing, finance, business administration, business management, public administration, statistics, law or a related field.
Requires prior experience equivalent to four (4) years of responsible administrative experience in state and/or federal tax auditing.
Preferred Qualifications Four (4) years of experience developing and managing a compliance program area (including overseeing staff, managing special projects, etc.
) Four (4) years of experience in the process of auditing and conducting audits.
Four (4) years of responsible administrative work experience in state or federal tax auditing working with the Federal Income Tax Act and relating its provisions to specific issues.
Four (4) years of experience working with various tax laws, rules, regulations, court decisions and related acts administered by the State of Illinois.
Four (4) years of supervisory experience that includes staff development, application of discipline, evaluating employee performance, determining staffing needs, and establishing employee goals and objectives.
Four (4) years of experience using GenTax, MyTax Illinois, or similar tax software systems.
Four (4) years of experience with the grievance and discipline processes contained in bargaining unit contracts.
Four (4) years of experience speaking to various groups to convey policy and procedures in a manner easily understood by diverse audiences.
Intermediate proficiency with Microsoft Excel of similar spreadsheet software.
Conditions of Employment Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.
Requires access to an automobile for travel during performance of job duties.
