This position leads technical support in the Hazard Mitigation Unit, providing technical assistance for hazard mitigation projects.
This position also updates and implements the Illinois Hazard Mitigation Plan.

Posting Identification Number: 32487 Job Responsibilities 1.
Administers the Hazard Mitigation Program for all types of mitigation projects and planning.
• Performs cost-benefit analyses and environmental reviews based upon previous flood insurance studies for the applicable areas and original research when the project is a new initiative.
• Provides technical assistance to State and local government organizations throughout the multiyear life of approved projects.
• Prepares final monitoring and technical reports for Federal and non-Federal funding prior to closing the grants.

Reviews, updates and coordinates the development of the Illinois Hazard Mitigation Plan.
• Assists, promotes and provides technical assistance in the development of local government hazard mitigation plans.
• Consults with federal and state agencies in support of the Illinois Hazard Mitigation Plan.
• Ensures that the Illinois Hazard Mitigation Plan meets all established agency planning standards.

Reviews and interprets, in consultation with the Federal Emergency Management Agency (FEMA), Federal and State statutes, regulations, policies and procedures for the mitigation programs and recommends program implementation methodology to the Hazard Mitigation Manager.
4.
Confers with, assists, and represents the Hazard Mitigation Manager at programmatic meetings, conferences, and workshops regarding hazard mitigation practices within the State of Illinois.
5.
Deploys and participates in disaster response and recovery activities as necessary.
6.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Requirements 1.
Requires knowledge, skill and mental development equivalent to the complete of four (4) years of college, preferably with coursework in business or public administration.
2.
Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications 1.
Two (2) years of technical expertise in hazard mitigation.
2.
Two (2) years of professional experience in emergency management or a closely related field.
3.
Two (2) years of professional experience of basic statistical methods, graphics, and report preparation.
4.
Two (2) years of professional experience recommending and implementing policies.
5.
Two (2) years of professional experience administering state or federal programs.
6.
Two (2) years of professional experience at a governmental agency.
Conditions of Employment 1.
A criminal history check through the Illinois State Police.
2.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.
3.
Requires the ability to drive a State-supplied vehicle as needed.
4.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
This requires the ability to work evenings and weekends.
5.
Requires the ability to use State-supplied equipment (laptop, cellphone, etc.
