*Position Overview* The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of Public Service Administrator 6.
Subject to administrative approval, serves as the Statewide Coordinator of the Ryan White Care Act Program including the Statewide AIDS Drug Assistance Program (ADAP) and Continuation of Health Insurance Coverage (CHIC) Programs.
As a policy implementing manager, plans, directs and supervises staff.
Collaborates with the HIV/AIDS Section Chief and Assistant HIV/AIDS Section Chief in the planning and development of personnel and budget documents involving the ADAP and Continuation of Health Insurance Coverage (CHIC) Program.
Responsible for monitoring contractor performance to ensure compliance with state and federal law, agency policy, and regulation.
Responsible for developing and maintaining management and evaluation systems for information collected through the ADAP and CHIC Program, allowing for comparison with historic and national data.
Responsible for providing administrative directives.

Serves as working supervisor: Assigns and reviews work Provides guidance and training to assigned staff Counsels staff regarding work performance Reassigns staff to meet day-to-day operating needs Establishes annual goals and objectives Approves time off Prepares and signs performance evaluations 2.
Advises on the planning, development, and direction of the statewide ADAP and CHIC Program, including the organization and implementation of the program’s goals and objectives.
Confers with the Assistant AIDS Section Chief and AIDS Section Chief in the formulation of program policy and guidelines for the ADAP and CHIC Program priorities, available resources, applicable state and federal law, and current clinical practices.
Conducts special studies.

Advises managers regarding preparation and administration of the total AIDS budget.
Confers with the AIDS Section Chief in assessing staffing needs and in the development, implementation, and maintenance of performance standards and policies for the ADAP and CHIC program staff.

Collaborates with the Ryan White Title II Advisory Council, the Department’s Medical Issues Committee, and Title I and Title II funded areas to formulate program guidelines that reflect current clinical practices and ensure coordination between ADAP, CHIC Program and other HIV care services programs.

Maintains liaison with the U.

Public Health Service, Health Resources and Services Administration and other ADAPs in relation to ADAP services and availability of health care services relating to HIV/AIDS significant to the Department.
Assists in the preparation and transmittal of ADAP and CHIC Program data reports to the Health Resources and Services Administration.
Directs the preparation of grant applications and the distribution of grant funds.

Monitors contractor performance to ensure compliance with state and federal law, agency policy, and regulation.

Responsible for providing administrative directives.

Collaborates with the AIDS Section Chief and other staff in the direction, approval and presentation of education programs relating to the ADAP and CHIC program.

Assists in the review and revision of the Department’s rules and regulations as they pertain to the ADAP.
Research proposed legislation relevant to the ADAP and CHIC Program.
Prepare position papers.
Maintain a working knowledge of HIV/AIDS related literature including medical, laboratory, and behavioral aspects of the disease.

Assists in the direction of clerical staff assigned to the ADAP and CHIC Program.
10.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
*Minimum Qualifications* 1.
Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in public administration or public/community health.
2.
Requires prior experience equivalent to three years of progressively responsible administrative experience, including supervision of subordinates, in an AIDS Drug Assistance Program.
*Preferred Qualifications* 1.
Two years’ experience working with Medical, Dental, and Prescription Benefit Coverage’s, to include Medicare, Medicaid, Private Insurance, and Health Insurance Marketplace requirements.
2.
Two years professional experience managing/monitoring case management, health care systems and managed care programs with a focus in HIV/AIDS or related medical health diagnoses.
3.
One year experience supervising subordinate employees.
4.
One year experience working with protected health information and requirements associated with managing health information in a confidential manner.
5.
One year experience providing public presentations with program constituents or medical providers.
6.
One year experience using Microsoft Office products and data system management.
