*Answer all questions thoroughly- DO NOT STATE SEE RESUME* About the Position Experienced law enforcement professionals are invited to apply for this vital position as a liaison between the Illinois Law Enforcement Training and Standards Board and the law enforcement agencies situated in the east-central region of Illinois.
Under direction of the Deputy Director of Professional Standards, this position performs thorough investigations into complaints of police officer misconduct, preparing professional, concise, and well-written summary reports for use in administrative hearings.
Provides technical assistance on training, reporting, and officer certification mandates to Illinois law enforcement administrators on a statewide basis, making site visits and ensuring compliance with the Illinois Police Training Act.
Evaluates the effectiveness of certified law enforcement and corrections training programs.
Investigates reports of counterfeit training credentials.
Administers the State certification exam to law enforcement and corrections recruits upon their successful completion of the certified basic training academy.
The ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized, and be capable of multi-tasking to keep up with the demands of a busy and growing agency.

Job Responsibilities 1.
) Makes site visits at local governmental agencies to ensure the agency and its officers maintain compliance with the Illinois Police Training Act, to include mandated training standards, mandated reporting, officer certification status, and adherence to all Board rules and regulations.
Meets with agency administrators to discuss and clarify any discrepancies in agency reporting, and policies to ensure the agency maintains compliance with the Illinois Police Training Act.
With full police powers, conducts investigations into allegations of officer misconduct, including potentially criminal behavior which may lead to officer decertification.
Provides written summary reports on investigations, providing all evidence and witness statements and accounts to the Deputy Director of Professional Standards.
Gives testimony based upon investigations before the Certification Review Panel at administrative hearings.

) Evaluates training program effectiveness at each of the certified police training facilities by visiting academies and meeting with Academy Directors.
Relays concerns and makes recommendations to Deputy Director of Professional Standards regarding methods, policies or procedures that would affect the police training program at one or more of the training sites.

) Administers State Certification Examinations to recruits at the completion of Recruit Basic Training Courses at Board certified academies.
Checks roster and credentials of recruits to ensure eligibility to complete the exam.
Forwards completed confidential exams to Board office for grading.

) Upon receipt of fraudulent/counterfeit training certificates/documents, conducts an investigation into the issuance/origin of the document to include interviews of the owner of the certificate and agency head.
Determines validity and recommends administrative action to the Deputy Director with regard to violation of State law and Board policies.

) Provides technical assistance to local governmental agencies and training entities regarding Board programs and activities.
Acts as liaison to those agencies and training entities offering police training programs.
Attends special training programs initiated by the Board on a statewide basis to ensure training is meeting the guidelines established by the Board, reporting results to the Deputy Director.

) Attends MTU Advisory Board meetings, relaying Board policies and directives.
Reports issues and problems to the Deputy Director.
7.
) Performs speaking engagements on assignment by the Deputy Director.
8.
) Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications 1.
Requires knowledge, skill, and mental development equivalent to completion of four years of college, including courses in the field of police administration or public administration.
2.
Requires two years of professional law enforcement experience, which includes experience in police training activities.
3.
Requires 5 years of experience as a sworn officer, in good standing, of a local, state, or federal law enforcement agency, per the Illinois Police Training Act.
Preferred Qualifications 1.
) Prefers a minimum of five (5) years’ experience working with the problems of crime and law enforcement on both the national and state levels.
2.
) Prefers a minimum of five (5) years’ experience working with the systems of criminal justice both on the state and national levels.
3.
) Prefers a minimum of three (3) years’ of work experience with police training methods and procedures.
4.
) Prefers a minimum of three (3) years’ of communicating effectively, both verbally and in writing, in a professional setting.
5.
) Prefers a minimum of three (3) years’ of experience performing general administrative duties including correspondence, preparation of reports, and analysis of programs in a professional setting Conditions of Employment 1.

This requires the ability to work evenings and weekends.

) Requires possession of a valid Illinois Driver’s License and ability to travel in the performance of duties, with overnight stays as appropriate.

Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
