*POSITION DESCRIPTION* *JOB TITLE:* Subsidy Program Specialist *STATUS: *Non-Exempt *REPORTS TO:* Chief Financial Officer *DATE: *March, 2022 *Position Summary:* Responsible for Program Operations of the Division of Mental Health’s Bridge Subsidy Program, all three rounds of the Rental Housing Support Program funded by IHDA, and the Utility Income-Qualified Energy Savings Kits Program.
This position is also responsible for providing program support to the Association’s portfolio of energy subsidy programs.
*Principal Duties and Responsibilities:* *Housing Subsidy Programs:* * Reviews and processes applications for DMH program participants providing monthly subsidized rental assistance payments.
* Establishes and maintains client files with income verification, housing contracts, incident reports, and other related housing information.
Performs recertification annually on all files.
* Monitors client’s files and income to ensure compliance with AMI and Fair Market Rents.
* Performs in-house and outsources to local Housing Authorities and Community Action Agencies the initial and re-certification HQS inspections.
This territory covers 100 of the 102 counties in Illinois.
Maintains MOU’s for HQS partners negotiates and requisitions all payments for service.
* Reviews and maintains files with completed landlord contracts.
Prepares amendments when necessary.
Resolves issues with landlords regarding health and safety issues.
* Prepares accurate requisitions for program costs to include inspections, deposits, and monthly rental payments as well as indicating the correct program type.
* Works closely with case managers, Regional Housing Support Facilitators, and State of Illinois Program Management to ensure client commitments are being managed within the community.
* Monitors (3) three Rounds of Rental Housing Support Program, each funded for a (3) three-year renewable term.
* Provides unit data per agency/per round to the CFO for determination and processing of annual administrative allowance distribution.
* Processes the approval of all Landlord contracts submitted by member agencies for participation in each round.
Verify all supporting documentation which accompanies each packet for submission to IHDA.
* Works with member agencies to identify and educate landlords in their area.
* Processes and approves all Tenant Income Certifications, Vacancy Reports, and amendments on an initial, interim, and re-certification basis to supply to IHDA.
* Reconciliation of monthly landlord reports and compilation of these figures into a quarterly report submitted to IHDA.
* Forwards quarterly rent amounts received from IHDA, per unit, per agency to the Fiscal Office for processing.
* Provide training and technical assistance to sub-grantees.
* Provide HQS inspections for agencies who are the landlord of units participating.
* Attends trainings on Housing issues to further knowledge and support of sub recipient agencies.
* Provide communications/any training between IHDA and DMH to CAA and Mental Health Partners.
*Energy Savings Kits Program:* * Serves as the lead to the Utility Income-Qualified Energy Savings Kits energy kits program for participating agencies.
* Assures compliance with rules, regulations, contract specifications for special projects and programs.
* Maintains accurate and current information regarding CAA energy assistance staff employees, email addresses, and phone numbers.
* Collects data from CAA Kit delivery numbers and provides numbers to Utility Partners for drop shipment.
* Analyzes energy program data to publish annual program reports.
* Aids in the coordination of special projects, from time to time.
* Providing payments to be issued to CAA in a timely manner.
*Additional Duties and Responsibilities:* * Provide staff support as requested to the Chief Financial Officer.
* Other duties may be necessary to fulfill the responsibilities of this position.
* Other duties as may be necessary to support operations of special projects or programs of the Association as needed.
* Staffs on the Housing Committee and the Energy Committee of the Association.
* Assist with the Annual Learning Conference.
* Represent the Association as requested in a positive and professional manner.
*Work Relationships and Scope:* Reports directly to the Chief Financial Officer.
Regular interaction with all employees of IACAA.
Frequent interaction with the Department of Mental Health, Illinois Housing Development Authority, Mental Health providers, Utility Partners, and other state authorities.
Daily interaction with other Community Action Agencies, Housing Authorities & Mental Health Agencies to coordinate services.

Continuing education in low-income housing, fair market rental, and other poverty-related concerns as may be needed to effectively fulfill the duties of the position.
*Knowledge, Skills and Abilities:* * At least three years of experience in an administrative position in an office environment, nonprofit preferred, with a working knowledge of grant administration, general office accounting, fair housing practices, and mental disability regulations.
* Bachelor’s degree is preferred but may be satisfied with combination of work experience and education; with goal to complete degree and further education.
* Ability to work effectively with persons at all levels of the organization and state agencies and officials.
* Proficiency in the use of office software including word processing and spreadsheets as well as use of the internet for the purposes of communications and transmission of data.
* Must be highly motivated and able to work independently.
*Working Conditions:* Work is performed largely in a pleasant office environment with minimal chance for personal injury.
This position generally works 37.
5 hours a week.
