The Illinois Department of Revenue (IDOR) is seeking to hire a Publice Service Administrator, Opt.
2, for its Alcohol/Tobacco Processing Section within the Alcohol, Tobacco, & Fuel Division (ATFD) of the Account Processing Administration (APA).
The Alcohol/Tobacco Processing Section processes monthly tax returns and accompanying schedules for liquor, cigarette, tobacco products and for cannabis cultivators.
The work of this section entails maintaining accounts receivable, accounts payable, and taxpayer accounting records; issuing assessments; and approving and witnessing liquor destruction as it relates to deductions for the liquor tax.
The Section Manager is responsible for monitoring work of subordinate staff and ensuring operational efficiency of the section.
The Section Manager maintains various reports, recommends training material for new staff, adjusts complex accounts, conducts research to determine the validity and accuracy of returns and claims, helps resolve procedural issues, participates in testing and development of new or revised tax forms, and serves as the leader of special projects as assigned by the division or bureau managers.
This position requires travel in order to serve as a representative of IDOR at outside seminars and conferences.
The ideal candidate for this position will have extensive experience working with current federal and Illinois tax laws, particularly those related to tobacco and liquor; have supervisory experience, be capable of developing new and revised work procedures, and possess excellent communication skills.

Essential Functions Under general direction, serves as the manager of the Alcohol/Tobacco Processing Section.
Serves as a full line supervisor.
On behalf of IDOR, serves as subject matter expert on the taxation of alcohol, tobacco products, and cannabis.
Provides guidance and assistance to subordinates in resolving procedural problems, complex processing problems, and resolution of accounts.
Serves as a committee member during system roll-out testing and special project teams.
Examines, researches, adjusts and resolves the more technical/complex/controversial accounts.
Serves as the leader of special projects as assigned by the division or bureau managers (e.
g.
, implementation of new programs).
Provides back-up to other section managers in the Bureau to supervise staff in the absence of the regular supervisor or to provide additional assistance to production backlogs, new program implementation, or special projects.
Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications 1.
Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in accounting or finance.
2.
Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax accounting work.
Preferred Qualifications 1.
Three (3) years of experience supervising staff (i.
e.
, assigning work, approving time off, and evaluating performance).
2.
Four (4) years of experience working with current federal and Illinois tax laws and acts, specifically Cigarette Tax Act, Cigarette Use Tax Act, Tobacco Product Tax Act of 1995, Liquor Control Act of 1934, Prevention of Tobacco Use by Persons Under 21 Years of Age and Sale and Distribution of Tobacco Products Act, and Cannabis Regulation and Tax Act.

Three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
4.
Four (4) years of experience working with current tax accounting theory, principles, and practices.
5.
Three (3) years of experience communicating effectively at all organizational levels by organizing and presenting material both orally and in writing.
6.
Three (3) years of experience analyzing tax returns and documents and making independent decisions on complex cases.
7.
Three (3) years of experience preparing and maintaining complex statistical and informational reports.
8.
Advanced proficiency using GenTax, MyTax Illinois, or similar tax processing software.

Intermediate proficiency using Microsoft Excel or similar spreadsheet software.
