This position serves as the Technical Advisor responsible for providing consultation and technical assistance to the Division Manager in the highly complex program aspects relating to the GenTax division at the Illinois Department of Revenue.
In this role you will coordinate application system changes and activities with Divisional and Agency Information Technology staff.
In addition, you will develop and document processes and procedures and manipulate and format various electronic file and data formats.
This position serves as the GenTax application subject matter expert, coordinating and assisting with the direction of Revenue application planning standards and procedures for use by the Division to include training of other senior staff.

Job Responsibilities 20% Under administrative direction, serves as the Technical Advisor for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR): Performs highly complex professional and advisory application services.
Provides consultation and technical assistance to the Division Manager in the highly complex program aspects relating to the GenTax division at the Illinois Department of Revenue.
Plans, directs, and conducts extensive, technical, and complex research, systems analysis and studies of application development projects for the system having major impact on the implementation of new data sources, new version of systems, and year-end changes and testing of legislative and processing initiatives and directives.
Keeps abreast of pending legislation; reviews and analyzes legislative mandates, user-initiated process changes, and directives from the Division Manager to determine impact on GenTax systems Submits impact reports to the Division Manager for review.
Upon approval of the Division Manager, coordinates, plans and implements changes resulting from legislation related to the Illinois Tax Code.
Provides technical advice and guidance in highly complex program aspects for GenTax systems to Division staff, outside agency, and vendor staff in resolving problems.
20% Develops and maintains communication with outside agencies, vendor groups, Section Public Service Administrators (PSAs), and Section Managers, to obtain, share, and explain information on program data requirements related to major project implementations of new and existing data sources, applications, programs, and testing for initiatives and directives: Coordinates application system changes and activities with Divisional and Agency Information Technology staff; develops and documents processes and procedures; manipulates and formats various electronic file and data formats.
Performs system testing and coordinates planning and implementation as project changes are completed; utilizes the following languages in performance of duties: C#, .
NET, Microsoft Office, SQL Server Management Studio, SQL Server Reporting Services; monitors and reviews completed changes to ensure the security and integrity of federal tax data stored in the system.
Confers with the Section PSAs to ensure resolutions to technical problems, provide direction, address priorities, and support requirements of the production systems.
Researches and directs implementation of requirements for ADA compliance.
20% Performs highly responsible functions as the GenTax application subject matter expert, coordinating and assisting with the direction of Revenue application planning standards and procedures for use by the Division to include training of other senior staff: Monitors the work of lower-level staff to ensure compliance with Information Technology standards and procedures for application development and implementation.
Coordinates initial training and on-going education of the Section PSA support staff to familiarize them with the application features and capabilities with a goal of increasing their self-sufficiency.
Sets performance goals for PSA technical staff in coordination with the Division Manager.
(Job Responsibilities Continued) 20% Serves as a working technical project manager or scrum master for the Data Gateway and GenTax Division: Works closely with the section PSAs by providing direction to address priorities while planning and managing new technical projects, converting legacy applications to modern frameworks, and supporting the maintenance of the production systems.
Serves as a project team leader for application development projects of a highly complex nature affecting the division systems and databases.
Determines project components and assigns and reviews the work of project analyst staff Coordinates and monitors the activities of assigned staff and provides expertise, training, guidance and direction Oversees multiple initiatives and notifies the Division Manager of completed projects Reassigns new projects to lower-level project coordinators.
Reviews and approves the final product received from the project coordinators, returns and tracks revisions.
15% Creates and maintains technical documentation that impacts all sections in the Data Gateway and GenTax Division: Drives and coordinates comprehensive documentation of the interaction between technical applications and tables.
Reviews documentation to be used for future development and training.
Prepares and tracks the GenTax Intervention log.
5% Keeps abreast of new developments in the Information Technology (IT) field: Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures.
Attends demonstrations and exhibitions related to assigned operations.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
Requires five (5) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills Requires five (5) years of professional experience with the various application programming and development functions used in the GenTax Integrated Tax System or similar integrated tax system.
Requires five (5) years of professional experience with the various tax forms and processes utilized by the Illinois Department of Revenue.
Requires five (5) years of professional experience creating and maintaining intervention lists based on active code and job stream review.
Requires five (5) years of professional team lead experience converting legacy mainframe applications into modern programming frameworks.
Requires five (5) years of professional experience mentoring, training, and development of junior development staff through planning and conducting of application development projects.
