Posting Identification Number #33696 About the Position The Public Service Administrator position within the Grant Administration Unit of the Office of Grants Management serves as a dedicated business professional in providing technical assistance and guidance regarding Capital program grants, General Revenue Fund grants, and special project grants as associated with all aspects of the grant cycle after execution/obligation.
This includes the stages of report submission review, processing of grant fund disbursements, modifications/amendments, and closure.
The ideal candidate will be able to take on these tasks quickly and process their reviews in a timely manner.
The Office of Grants Management handles the establishment and administration of grants for a variety of grant purposes at the same time.
This somewhat unique environment provides a steady workload and is a key aspect of the grant project lifecycle for the capital grant program and special projects.

Job Responsibilities 1.
Administers the development, review, and implementation of the section’s policy, procedures, and guidelines for the grant management and compliance of legislatively directed capital grants, Governor’s Office-directed capital grants (collectively referred to as “capital grants”) and DCEO special project grants.
2.
Develops quality assurance guidelines and project evaluation procedures that are justified within the policy parameters of the capital grants and special project grants.
3.
Serves as working supervisor.
4.
Provides oversite and direction to staff of first level on-site monitoring, which includes desk fiscal reviews and evaluations of grantees to determine and validate if grant awards have been utilized according to grant agreement, legislative intent, and within guidelines of grant management policies and procedures.
5.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications 1.
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
2.
Requires three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.
Specialized Skills: Of the years of experience noted above: 1.
Requires three years professional experience with performance and program reporting, including quality control and compliance with state and/or federal statutes.
2.
Requires four years of professional experience with grant administration or grant monitoring of federal, state or local grants.
3.
Requires three years professional experience developing and making public presentations, conducting training in grant administration and providing technical assistance.
4.
Requires two years professional experience reviewing fiscal reports and performing fiscal reconciliations, budget formation or budget variance analysis.
5.
Requires three years professional experience in accounting and auditing standards and principles, including Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS), or licensure as a Certified Public Accountant (CPA) or Certified Fraud Examiner (CFE).
