Job Posting Details: The Department of Healthcare and Family Services, is seeking a high energy individual to service as a subject matter (SME) for the Bureau of Medicaid Management Information Systems’ (MMIS) Illinois Medicaid Program for Advanced Cloud Technology (IMPACT), Enterprise Resource Planning (ERP), Managed Care Organizations (MCO) and Long-Term Care (LTC) Phase III.
The IMPACT project will be a replacement of the legacy MMIS system.
The ERP project will replace certain functions of the legacy Programmatic & Administrative Accounting System (PAAS).
The IMPACT, MCO and LTC projects will require major processing changes to the legacy MMIS system to properly administer, process and adjudicate managed care claims.

Duties to Be Performed Serve as subject matter expert for the Bureau of Medicaid Management Information Systems, IL Department of Healthcare and Family Services; evaluate MMIS operations as they pertain to the implementation of IMPACT, ERP, MCO and LTC Phases III which will be built upon the Phase I and II implementations Plans, develops, and implements processes and procedures to effectively implement IMPACT, ERP, MCO and LTC Phase III changes to the claims adjudication and payments subsystem of the current Medicaid Management Information System (MMIS) in the Department of Healthcare and Family Services Advise senior managers of HFS, MMIS Bureau Chief and Assistant Bureau Chief on the functions of the legacy process and provide assistance and guidance on the implementation of new system requirements for IMPACT, ERP, MCO and LTC Phase III Evaluate the features of the existing system and the gaps between the current legacy system and project requirements for IMPACT, ERP, MCO and LTC Phase III.
Review business rules, assess systems applications and functions, perform impact analysis and estimates for time to complete.
Participate in and review the results of testing and simulation Serve as liaison between the Division of Information Systems and Division of Medical Programs for project coordination, work item backlog management, and problem root cause analysis and resolution as it pertains to IMPACT, ERP, MCO and LTC Phase III Minimum Qualifications Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in college or trade schools for information technologies such as COBOL, IBM Mainframe Z/OS, Job Control Language (JCL), project methodology, Virtual Storage Access Method (VSAM), Database 2 (DB2), Structure Query Language (SQL), and Information Management System.
(IMS) Requires prior experience with technical application development in a public or business organization managing a Medicaid Program and/or medical claims adjudication.
Requires prior experience with information systems technologies: IBM mainframe Z/OS development environment, COBOL, Job Control Language (JCL), IBM Database 2 (DB2), IBM Information Management System/Database (IMS/DB), Virtual Storage Access Method (VSAM) file utilization, Structured Query Language (SQL), project management methodology.
Requires experience with the MMIS Institutional Claims System’s IES interfaces development, testing and implementation Preferred Qualifications Requires a broad knowledge of the overall processes, policies, procedures, Federal Regulations, and state statutes Requires special in-depth knowledge of Medicaid federal regulations (The Social Security Act) and state statutes (the Illinois Public Aid Code 305 ILCS), knowledge of the interfaces between Department of Human Services (DHS) IES and HFS MMIS, the operations of Medical programs, and the IT systems that support the programs Conditions of Employment Requires the ability to pass a background check Ability to work normal working hours Work Hours: 8:30 a.
