This position will oversee the activities of the agency’s 24-hour Operations Center and will be responsible for ensuring operational efficiency and compliance with current standards and requirements.
The position will also maintain effective communication and information sharing between partners and stakeholders to better prepare for emergency situations.
The ideal candidate for this position will possess professional emergency management experience as well as experience working with government or private incident management systems.

POSTING ID 34329 Job Responsibilities 1.
Serves as full-line supervisor to the 24-hour Operations Center for IEMA-OHS: Assigns and reviews work.
Provides guidance and training to assigned staff.
Counsels staff regarding work performance.
Manages staffing to meet day-to-day operating needs.
Establishes annual goals and objectives.
Approves time off.
Adjusts first level grievances.
Effectively recommends and imposes discipline, up to and including discharge.
Prepares and signs performance evaluations.
Determines and recommends staffing needs.

Develops, maintains, and approves policies and procedures associated with the Operations Center: Ensures all Operations Center process, procedures, and functions are tested no less than annually, and all documentation of testing is produced and maintained in compliance with the Program Management Procedural guidance.
Responsible for keeping OPS Center policies, processes, and procedures current and in compliance with both internal and external stakeholders, programs and processes.
Ensures OPS Center records management process is in compliance with current standards and legal requirements.
Responsible for ensuring all duty officer calendars/assignments are current Serves as a designated contact for the Emergency Management Assistance Compact (EMAC) (Job Responsibilities continued) 3.
Serves as lead for the Division of Operations in information management and data visualization: Oversee the collection, analysis, and dissemination of information related to emergencies.
Maintain communication channels with relevant partners and stakeholders.
Ensure the use of technology for effective information sharing to establish a common operating picture and situational awareness with all stakeholders.
Coordinates functions and activities with IEMA-OHS command and control structures and local, federal and private industry authorities in response to incidents or potential incidents that threaten the public safety, welfare and confidence.
Works in conjunction with the IEMA-OHS Public Information Officer (PIO) to prepare briefing information for the agency director and Governor’s Office.

Serves as Lead State Emergency Operations Center (SEOC) Manager Ensures all functions of the SEOC are in alignment with best practices, regulatory requirements, and PgMP requirements.
Serves as lead SEOC Manager, has responsibility for the strategic coordination and management of assigned activities, specifically coordination of activities of those entities that provide direct support to the SEOC during times of emergency disaster response, trainings, exercises and planning events.
Responsible for all functions of the SEOC during periods of activation and ensuring adherence to the SEOC Standard Operating Guide 5.
Attends meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications Three (3) years of experience in government or private interoperable communications, responder and public notification and warning systems, and incident management systems used in disasters and/or public safety fields.
Four (4) years of experience in government or private incident management systems.
Emergency Management coursework or two (2) years of experience in an emergency management position.
Certification as an Associate Emergency Manager (SEM), Illinois Emergency Managers Accreditation (IPEM), or Certified Emergency Manager (CEM) Two (2) years of experience interpreting and implementing policy plans and procedures.
Conditions of Employment 1.
Requires a criminal history check through the Illinois State Police.

Requires the ability to work in high-stress environments, for extended periods, with limited or no services.
3.
Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
This requires the ability to work evenings and weekends.
4.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.
