Job Responsibilities This position is accountable for the design, technical expertise, and interagency coordination of roadway landscape features and activities to ensure safety, compatibility, aesthetics, and preservation of natural resources and department assets within the highway system.
This includes coordination and monitoring of the districts integrated roadside vegetation management plans to provide a functional statewide plan that meets the department’s management and habitat conservation goals.
Value of roadside maintenance work: $25,000,000 annually Acres of turf managed: 300,000 Miles of interstate plantings: 1,700 This position reports to the Roadside Maintenance Manager.
There are no subordinates reporting to this position.
This position is responsible for the design, technical expertise, and interagency coordination of roadway landscape features to ensure safety, compatibility, preservation, and aesthetics within the highway system; for coordination of departmental vegetation control and erosion control programs; and for assisting with oversight of rest area operations statewide.
The state of Illinois, with its diversity of landscape topography and sensitive natural resources, presents the incumbent with a wide variety of design and implementation challenges.
This position works with the district offices to develop creative solutions to meet the challenges of satisfying highway design requirements, environmental requirements, and public demand with limited resources.
The incumbent's greatest challenge is to ensure the development of a statewide integrated vegetation management program that enhances motorist safety, does not conflict with highway operations, and provides for the protection of desired habitat and environmental assets.
Typical problems involve the coordination of environmental concerns and resolution of complex drainage and erosion problems while creating aesthetically pleasing facilities within the confines of engineered geometry.
*(Job Responsibilities continued)* The incumbent provides technical expertise to district office vegetation management, construction, and right-of-way rehabilitation projects so that they are delivered on time, within budget, and in conformance with a wide variety of departmental policies, programs, and public demand.
The incumbent makes presentations and communicates with elected officials, governmental agencies, special interest groups, the media, and the public to explain the departmental programs.
The incumbent serves as a liaison and coordinates the departmental vegetation control, right-of-way rehabilitation, and special resource protection programs with the Bureaus of Design and Environment, Local Roads and Streets, and other state and federal agencies.
The incumbent directs and develops the general landscape planning for rest areas and specialized areas.
The incumbent reviews and/or develops departmental specifications and standards in the areas of landscape, seeding, habitat programs, vegetation control, and erosion and sediment control.
The incumbent provides input into updating landscape and vegetation management items for the Bureau of Operations Maintenance Policy Manual, Bureau of Design and Environment Manual, and Standard Specifications for Road and Bridge Construction.
In addition, the incumbent provides advice and input on hazardous waste responsibilities regarding herbicides and insecticides.
The incumbent assists district staff with plant material inspections for wetland and natural resources mitigation, restoration efforts, and training of staff.
In addition, the incumbent assists district resident engineers in the implementation of vegetation control, right-of-way restoration, and erosion and sediment control practices.
The incumbent is responsible for coordination of the department’s enrollment in the Candidate Conservation Agreement with Assurances for the Monarch Butterfly, including annual monitoring requirements and reporting.
The incumbent will occasionally serve on committees and chair research projects.
The incumbent is given wide latitude in carrying out the accountabilities of this position.
The incumbent independently schedules numerous tasks and coordinates with district staff to complete assignments and resolve sensitive issues.
The incumbent is expected to spend time each month in the field working directly with district roadside managers to identify and assist with areas of right-of-way that need maintenance attention and aid in development of restoration plans.
Highly sensitive matters shall be directed to the Roadside Maintenance Manager with recommendations for resolution.
The incumbent performs duties within the constraints imposed by budgetary and manpower limitations and departmental policies.
*(Job Responsibilities continued)* Internal contacts include staff from the Offices of Highways Project Implementation, Planning and Programming, and Bureaus of Local Roads and Streets, Business Services, and Design and Environment.
The incumbent has regular contact with departmental management consulting about erosion and sediment control, turf and ground cover types, procedures and methods of planting, inspection of materials, vegetation control, and right-of-way rehabilitation.
Daily contact is maintained with district office roadside managers.
External contacts include staff with the Federal Highway Administration, United States Fish and Wildlife Service, Illinois Department of Natural Resources, Illinois Department of Agriculture, Illinois Environmental Protection Agency, Department of Central Management Services, Capital Development Board, university staff, professional associations, consultants, contractors, elected officials, special interest groups, media, and public.
Frequent statewide travel with occasional overnight stays is required.
The effectiveness of this position can be measured by the timely completion of all assignments; accuracy, overall aesthetics, functionality, and appropriateness of roadside design and management plans; and the quality of temporary and permanent erosion and sediment control designs, natural resources protection, and mitigation.
Effectiveness is also measured by the incumbent's ability to direct and resolve district landscape activities.
*Principal Accountabilities* * Prepares a yearly roadside development plan for the district roadsides and rest areas.
* Assists with revisions and implementation of district and state integrated roadside vegetation management plans.
* Oversees the construction of landscape projects and contract maintenance projects.
* Evaluates and selects appropriate chemicals for maintenance use.
* Provides expertise and training to various bureaus and non-departmental personnel involving roadside activities.
* Assists the districts in coordinating local special interest groups in habitat, conservation, and beautification projects.
* Performs habitat inspections, monitoring, and reporting as required by agreement with the University of Illinois to maintain IDOTs enrollment in the Candidate Conservation Agreement with Assurances.
* Performs duties in compliance with departmental safety rules.
Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
