Position Overview The Illinois Department of Public Health is seeking a highly motivated individual to serve as a Management Systems Specialist supporting the Lead Program data systems.
Under general direction as part of a computer-based management information system, provides assistance with all aspects of infrastructure, interoperability, and operation of the blood lead data system.
Provides high level “front end” technical guidance and support in implementation and maintenance of the system.
Job Responsibilities 1.
Under general supervision of the Special Projects Manager, provides assistance with all aspects of infrastructure, interoperability and operations of data and surveillance systems within the Division of Environmental Health.
Provides high level “front end” technical guidance and support in implementation and maintenance of the systems.
Assists in providing training and business process coordination for Division program staff and other program system liaisons.
Assists with documentation of the Division’s web-based application systems workflows and policies.
Coordinates installations, modifications, and maintenance with system users/liaisons throughout Environmental Health, Department of Innovation and Technology (DoIT), third party vendors and other Division managers and staff.

Serves as “front end” application specialist providing support, data analysis, data surveillance and recommendations to Division program users for daily implementation, documentation, and reporting within the system to meet state and federal requirements for data and surveillance systems.
Meets with Division Program Managers at least annually to evaluate workflow and processes.

Liaises with Supervisor, third party vendors and DoIT personnel to create technical specifications based upon workflow of Division databases and surveillance systems.
Devises supporting policies, methods, and procedures.
Interfaces management information needs with data processing, electronic data submission and form adaptations to improve timeliness, quality of data and decrease associated costs.

Assists in the planning, developing, and administering training related to procedural requirements and routine tasks associated with the Division data and surveillance systems.
Assists professional staff with in-depth analysis and studies related to federal grant activities, statutory mandates, and program or Office of Health Protection objectives.
Assists professional staff with preparation of periodic and final repost for grants and other reporting requirements associated with the data system.

Performs maintenance, routine tasks and decommission/replacement planning for legacy management information systems and cross-trains with other peers in the Division’s programs.
Completes mandatory knowledge and practical training required by Office of Health Protection standard operating procedure and program requirements.
Attends professional meetings and continuing education training to expand knowledge and job skills appropriate to program areas.

Serves as the secondary IT Coordinator for the Division of Environmental Health.
Responsible for entering requests in DoIT’s system for ordering service for existing users, ordering new leased equipment from DoIT, returning leased equipment to DoIT, onboarding and offboarding employees.
Assists with IT Governance process and completes necessary paperwork.

Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires a bachelor’s degree in business or public administration or a closely related field, and preferably including coursework in systems analysis, computer science and statistics.
Requires four years of professional experience directly related to the development, maintenance, and coordination of a computer-based management information system.
