Position Overview The Illinois Department of Public Health is seeking a highly motivated individual to serve as Viral Hepatitis Manager.
Under the direction of the TB/Viral Hepatitis Section Chief, this position will plan, develop, coordinate, monitor, and evaluate the statewide response to adult viral hepatitis, particularly hepatitis B and C, and to control and prevent the spread of adult viral hepatitis and related sequelae.
Job Responsibilities 1.
Develops, prioritizes, implements and evaluates the statewide adult viral hepatitis program goals and objectives based on viral hepatitis epidemiology (or other available data sources), guidance from Centers for Disease Control and Prevention (CDC), and input from community representatives and stakeholders.

Develops and implements policies, standard operating procedures, rules, regulations, and quality assurance measures for monitoring hepatitis B and C screening and immunization for hepatitis A and B vaccines to at-risk adults receiving services from Sexually Transmitted Infections (STI), Human Immunodeficiency Virus (HIV), harm reduction, substance treatment, mental health, homeless services, and other related programs.

Develops and implements policies, standard operating procedures, rules, regulations, and quality assurance measures for monitoring hepatitis B and C screening and linkage at statewide community-based organizations, including those who contracted for services with the Illinois Department of Public Health.

Serves on the Viral Hepatitis Elimination Technical Advisory Committee (VHETAC).
Plans, organizes, and evaluates the goals, objectives, and tasks of the Viral Hepatitis Elimination Technical Advisory Committee (VHETAC).
Creates and implements programmatic recommendations to the Department and to the Committee and reports to the group on the Department’s progress in implementing viral hepatitis programming.
Travels to coordinate with the HIV Prevention, Evaluation, Surveillance, and Direct Services Units and other entities (e.
g.
, STI Section, Center for Minority Health Services, Department of Alcohol and Substance Abuse, Prevention and Care Regional Lead Agents, etc.
) on the collection, compilation, and presentation of programmatic information and epidemiological and service delivery data needed by the group to inform the development and update of the Plan.

, opioid overdose, liver cancer) and provides consultation and technical assistance to state agencies, Department programs and staff, community-based organizations, and others.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public health, behavioral health sciences, human services, or a related field.
Requires prior experience equivalent to three years of progressively responsible administrative experience in a state or local STI/HIV program.
Preferred Qualifications Two years’ experience in coordinating and maintenance of cooperative working relationships amongst external stakeholders and the local health departments.
Two years’ experience in developing, implementing, and interpreting programmatic departmental policies and procedures.
Two years’ administrative experience at state or local level managing infectious disease.
Two years’ experience managing staff, some of whom will have supervisory responsibilities as well.
One year experience in program development, implementation, and evaluation, including using data to monitor quality improvement measures.
Master’s degree in epidemiology or public health.
One year experience in grants management and reporting.
One year experience using a state or county level electronic reporting system.
Conditions of Employment Requires ability to travel in the performance of duties.
Requires appropriate, valid driver’s license.
