*Position Summary:*
The City of Litchfield is seeking a Finance Director to oversee and manage the financial activities of the City.
The Finance Director will play a crucial role in ensuring the fiscal health and sustainability of the municipality, providing strategic financial leadership, and implementing sound financial policies and practices.
*Essential Duties: *
* *Financial Planning and Budgeting:*
* Develop and implement the annual budget, comprehensive financial plans and project budgets in collaboration with various city departments.
* Monitor budget performance and provide regular reports to the City Administrator and relevant departments.
* Conduct financial forecasting and analysis to support long-term planning.
* *Auditing: *
* Assist external auditors by accruing all interest, payroll, and revenue sources and preparing numerous financial spreadsheets showing trends.
* Ensure that audit materials and overall audit are in proper order.
* Review draft audit and auditors' comments and respond accordingly.
* Certify work on single audits.
* *Financial Reporting:*
* Prepare accurate and timely financial reports, including monthly, quarterly, and annual statements.
* Ensure compliance with relevant accounting standards and governmental regulations.
* Present financial information to city officials, stakeholders, and the public as needed.
* Conduct required financial reports such as annual TIF reports, GATA filings, and AFR filings.
* *Cash Management:*
* Manage the city's cash flow and investments.
* Coordinate with banks and financial institutions to ensure efficient banking relationships.
* *Risk Management:*
* Implement effective risk management strategies to safeguard the city's financial assets.
* Manage asset reporting and insurance claims.
* Maintain and apply for tax exemptions on city properties.
* *Taxation and Revenue:*
* Oversee the collection of city revenues, including taxes and fees.
* Ensure compliance with tax regulations and work to optimize revenue collection.
* Conduct tax levies.
* *Collaboration:*
* Collaborate with city departments to support their financial needs and provide guidance on financial matters.
* Administer financial terms of contracts and agreements with external stakeholders.
* Work closely with auditors, legal counsel, and other external stakeholders.
Perform other duties and functions as required or assigned within scope of position.
*Qualifications: *
* Bachelor's degree in Finance, Accounting, Business Administration, or a related field preferred; Master's degree or CPA certification given additional consideration.
* Strong analytical, strategic planning, and problem-solving skills.
* Excellent communication and interpersonal skills.
* Proficient in financial software and Microsoft Office Suite.
* Understanding of governmental accounting principles, budgeting, and financial reporting.
* Residency within the 62056 zip code is required within 180 days.
Job Type: Full-time
Pay: $70,000.
