The Illinois Municipal League (IML) is seeking a full-time, in-house *Programmer Analyst*.
IML was founded in 1913 and has worked continuously for the benefit of all municipal units of government throughout Illinois.
The governing board is comprised of Mayors, Village Presidents and Town Presidents, with day-to-day administration under the authority of a chief executive officer.
*Basic Function*
Software development and support for IML using knowledge of programming, information technology principles and specific needs of the organization.
Reports to the Information Systems Manager.
*Essential Functions*
1.
Complete all phases of project lifecycle development including analysis, requirements gathering, design, coding, testing, implementation, and ongoing support, performed in conjunction with other information systems staff.
2.
Understand business processes in detail as well as the larger goals of the organization in order to recommend solutions to support or enhance processes/goals.
3.
Provide user support regarding technical questions related to in-house and packaged software, routine processes and computer hardware and auxiliary device questions or problems, track user requests and prioritize projects.
4.
Assist with database management and oversight.
Train users on new or enhanced software and hardware.
5.
Assist with events and programs, such as IML Annual Conference and Lobby Day.
*Qualifications*
* Bachelor’s degree in Computer Science or equivalent experience.
* Understanding of computer science concepts and basic network infrastructure
* Ability to communicate verbally and in writing with other staff and users.
* Continuous awareness of emerging trends in software development.
* Knowledge of MS Office Suite.
* Ability to learn in-house, proprietary systems Association Management (AMS) and Content Management Systems (CMS)
* Experience and knowledge of the following:
- C#
- HTML/CSS/JavaScript
- Microsoft SQL Server – syntax and structure
* Experience/knowledge of the following is desired:
- Web development experience (ColdFusion)
- Microsoft IIS Server
- Microsoft Exchange Server
- Windows Active Directory (DNS, DHCP, Group Policy)
- Ethernet Networking
*Working Conditions*
* Required to sit most of the day.
* Remainder of the day requires normal office tasks including bending, lifting up to 10 pounds, and standing (infrequently).
* Walking is expected, but accommodations could be made otherwise.
*Salary and Benefits*
IML is a professional workplace and offers a competitive salary and benefits package.
Starting salary $76,000-$85,000 DOQ.
