Reporting to the Supervisor, performs tuition and residential rate calculations for non-public special education facilities for presentation and approval by the Illinois Purchased Care Review Board.
DUTIES AND RESPONSIBILITIES:
Determines allowable costs using audited cost reports in order to calculate tuition and residential per diem rates for non-public special education facilities using standards and criteria defined by Illinois Administrative Code and approved by the Illinois Purchased Care Review Board.
Prepares and makes available the monthly Board packet.
Presents rates for consideration by the Illinois Purchased Care Review Board.
Calculates medians and inflation factors used in rate setting.
Performs comparative analyses of cost information of non-public facilities.
Provides technical assistance and information to non-public special education facilities, public schools, parents, and other interested parties regarding rate setting calculation and procedures.
Confers with members of the Illinois Purchased Care Review Board as necessary to develop and modify procedures and administrative rules for rate setting purposes.
Collaborates with division and agency staff with program and funding approval functions regarding the rate setting process for non-public special education facilities.
Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
Bachelor's degree in Business, Accounting or Finance plus two years of relevant professional experience, or, an Associate's degree in one of these fields plus four years of relevant professional experience.

Experience in the field of accountancy or auditing.
Ability to think analytically with a high attention to detail.
Demonstrated written and oral communication skills.
Ability to work independently and with teams in a collaborative manner.
Ability to develop, interpret and communicate policies and procedures.
PREFERRED QUALIFICATIONS:
Master's degree.
Certified Public Accountant (CPA).
Experience in governmental accounting.
Experience in interpreting and applying state and federal laws, rules and regulations.
