Posting Identification Number 10-32-32732 Position Overview The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detail-oriented position to serve as a program monitor for an assigned region.
This position reviews of community-based Department of Human Services (DHS) funded Early Childhood program(s).
DEC is one of six divisions within the Illinois Department of Human Services (IDHS).
DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS.
The DEC vision is for Illinois’ pregnant persons, young children, and families to have the support they need to achieve their full potential.
The DEC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development.

Job Responsibilities Serves as a Program Monitor for an assigned region.
Prepares written plans, reports, analysis, and other documents of a highly technical nature including programmatic monitoring review findings, audit responses, briefing papers, and responses to controlled correspondence.
Assists the Programmatic Monitoring Unit Manager and Lead Worker with planning, scheduling, and executing internal Continuous Quality Improvement processes and procedures that promote the use and analysis of data/information collected via monitoring reviews, regular and ongoing collaboration with grantees and providers, and new learning and research in the field of Early Childhood for planning purposes.
Participates in activities that advance the DEC’s Strategic Plan and Equity, Racial Justice, Inclusion, and Diversity Plan, using a trauma-information and an equity lens in the implementation and support of DEC program and operational outcomes and objectives.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to the completion of a master's degree.
Requires one (1) year of progressively responsible professional experience in community organization, social service work, or in program planning and development.
Preferred Qualifications Three (3) years of professional experience in administration, conducting compliance reviews of state-funded community-based programs with a master’s degree from an accredited college/university in Social Work, Early Childhood Education, Psychology, Human Services, Public Administration, Public Policy, or related field.
Three (3) years of professional experience leading monitoring reviews, documenting programmatic/licensing review findings, and communicating those findings orally and in written form with diverse stakeholders.
Three (3) years of professional experience developing, updating, and executing processes and procedures.
Three (3) years of professional experience and knowledge of Early Childhood or other state-funded community programs regarding related policies and/or procedures of state/federal rules or standards (e.
g.
, state administrative rules, or other similar requirements).
Two (2) years of professional experience in generating, editing, and/or finalizing written and/or statistical documents in a clear, concise, and grammatically correct manner, including the use of statistical software.
Two (2) years of professional experience demonstrating a commitment to racial and social justice, culturally sensitive services, inclusion, and diversity in a professional setting.
Conditions of Employment Requires extensive travel with overnight stays.
Requires basic proficiency in Microsoft Office Suite, including SharePoint and Teams.
